India-based Lawrence Bishnoi gang — now designated as a terrorist group in Canada — sent a letter to the Abbotsford Police Department claiming “upwards of 1,000 individuals” willing to carry out shootings. The letter demanded that “every business needs to pay their tax.”
Key details from Edmonton Police Const. Kevin St. Louis testimony:
- Gang recruits temporary foreign workers and international students
- Extortion demands via WhatsApp, naming Bishnoi, Goldy Brar, or Jora Sidhu
- Gang fractured in fall 2025 after rift between Bishnoi (Indian prison) and Brar (Canada)
- Post-split: shooters fired at homes/businesses without prior demands
- Copycat groups emerged, capitalizing on fear
- Firearms moved between provinces so rapidly they’re “practically impossible” to trace
