In a chilling escalation, the India-based Lawrence Bishnoi gang — now designated as a terrorist group in Canada — sent a letter to the Abbotsford Police Department on August 13, 2025, claiming it had “upwards of 1,000 individuals” willing to carry out shootings.
The letter, revealed during a deportation hearing testimony by Edmonton Police Const. Kevin St. Louis (June 2026), outlined the gang’s criminal organization and demanded that “every business needs to pay their tax” — a clear reference to extortion payments.
Key details from testimony:
- The gang primarily recruits temporary foreign workers and international students who are “relatively new to Canada”
- Extortion demands are made via WhatsApp, often naming Lawrence Bishnoi, Goldy Brar, or Jora Sidhu (identified as the primary communicator, believed to be operating from outside Canada)
- The gang fractured last fall (2025) after a rift between Bishnoi (operating from an Indian prison) and his Canadian lieutenant Brar
- Post-split tactics changed: shooters began firing at homes and businesses without first demanding money — a shift police describe as “disorganization”
- Copycat groups have emerged, capitalizing on fear but lacking the operational capacity for actual shootings
- Firearms are moved between provinces so rapidly they’re “practically impossible” to trace — one gun was used in shootings in two provinces within 24 hours

Those under investigation may be deemed inadmissible for non-compliance with immigration conditions to “serious criminality.”
